Jersey Village City Council will hear public feedback on the city’s proposed budget for fiscal year 2025-26 during its July 21 meeting.

At a glance

The city released its proposed budget to the public July 9, detailing budget priorities for FY 2025-26, including continued flood mitigation efforts, infrastructure improvements, city personnel costs and a new city hall.

The proposal includes a 13.7% increase in property tax revenue, which the city projects to equal about $1.5 million in funding.

“Tackling the infrastructure challenges of a system largely built 50 years ago is a challenge we must take seriously,” City Manager Austin Blees wrote in the budget memo. “Delaying action is not a sustainable option.”


Budget explained

Key expenditures in the proposed budget include:
  • $16.1 million in general fund costs, including administrative, emergency services, parks and recreation, and accounting
  • $11.1 million for capital improvements
  • $7.8 million in utility costs, including water and sewer improvements
  • $2.8 million in expenses from the city’s golf course fund for various maintenance projects at the Jersey Meadows Golf Course

In other news

The city validated two citizen petitions calling for voter approval of financing for a new city campus and utility improvements, according to a July 16 newsletter.


Texas law typically requires voter approval before local governments can issue debt that will eventually be repaid by taxes, but governments may fund public works projects without an election using certificates of obligation, as the city did for both projects in May.

However, residents can formally request that a CO be approved in an election if at least 5% of voters sign and submit a petition, per state law.

City Council will discuss potential next steps for the two projects at the July 21 meeting, including:
  • Place the current project proposals on a ballot
  • Call for a bond election with a revised proposal
  • Choose not to proceed with one or both of the proposed projects

Looking ahead


Residents can participate in public comment at the July 21 meeting at 7 p.m. at City Hall, located at 16327 Lakeview Drive, Jersey Village.

The city is also hosting an open house at 6 p.m. July 21 to discuss its safety action plan involving road safety and pedestrian concerns. The open house will be held in the municipal meeting room at the Jersey Village Civic Center.

The council is set to adopt the city’s final budget Aug. 18
