Nay Restaurant & Coffee smoking permit denied in Richardson

Richardson City Council denied a special permit for Nay Restaurant & Coffee that would have allowed hookah smoking on the patio.

Council unanimously denied the permit during its Aug. 11 meeting. The restaurant, located at 2100 Alamo Road, opened in April.

The permit would have limited hookah smoking to the patio and disallowed smoking within 10 feet of doors and windows.


Smoking outdoors is allowed by right, however a special permit was needed because the restaurant would have also sold tobacco products, making it a “smoking establishment" by city’s zoning code, according to city documents.

Richardson City Council pushes charter amendment to May 2026

Richardson voters will not have the proposed charter amendments on their ballot in November.

Council decided to wait until the May 2026 general election to call for the amendments to be on the ballot during the Aug. 11 meeting.


City Manager Don Magner said council could call an amendment election for the November ballot, but if bond election is called in May 2026, it would cost an additional $175,000 that is not budgeted.

Magner said if council wanted to call the elections today, it could call a combined charter amendment and bond election for the November, May 2026 or November 2026 election.

North Texas Municipal Water District to begin improvements at Shiloh Pump Station

Construction work to improve North Texas Municipal Water District’s Shiloh Pump Station in Richardson will begin soon, a district representative said.


Improvements costing about $40 million include rehabilitation of the station and installing a second ground water storage tank at the site.

Once complete, the improvements will increase the capacity of the pump station to 75 million gallons per day.

$2 million road work to start on Renner, Belt Line, 2 other Richardson roads

Sections of four Richardson roads are set for pavement repairs starting this month.


Richardson City Council approved $2.02 million of concrete repairs for sections of Renner Road, Belt Line Road, Melrose Road and Floyd Road during its Aug. 25 meeting.

The repairs will include removing existing pavement, performing full-depth concrete repairs where required and constructing new concrete pavement in the following areas:
  • Melrose Road from Custer Road to US 75
  • Renner Road from US 75 to Brand Road
  • Belt Line Road from North Walton Street to North Plano Road
  • Floyd Road from Belt Line Road to US 75
$1.2 million in sidewalk construction set for northeast Richardson

Crews are set to move forward with $1.2 million worth of sidewalk rehabilitation work in Richardson.

City Council awarded the construction contract to R&A Legacy during its Aug. 25 meeting.


The sidewalk rehabilitation funded by the 2021 bond will encompass the area between Brand Road, Murphy Road, and the city’s borders with Garland and Plano, according to city documents.

Richardson library renovations experience challenges, delays, city staff said

The Richardson Public Library renovation is approximately 50% complete, Assistant City Manager Charles Goff said.

Goff updated Richardson City Council on the construction progress of the library and the new city hall campus during the Aug. 25 council meeting.

Goff said interior demolition on the building is complete and glazing, or glass installation, is near complete. Interior walls are currently being installed and HVAC is moving forward, with air conditioning units expected to be placed on the roof soon.

“While there has been good progress, it hasn’t been without its challenges,” Goff said.
