The Texas Department of Transportation is breaking ground on the Spur 399 expansion project June 17, according to a news release.

The gist

The groundbreaking marks the start of construction for TxDOT’s first major project in plans for Collin County’s Spur 399 and US 380 corridors. The project will help address vehicle congestion and provide additional travel options for the county’s growing population, the release states.

About the project

TxDOT awarded a $157.4 million contract to Webber Construction in December after the project went to bid, according to a January 2025 progress report. The project includes plans to widen Spur 399 and SH 5 between Stewart Road and Eldorado Parkway, according to TxDOT’s website.

Officials expect to bid contractors for the extension portion of the project in 2026, according to TxDOT’s website. Once completed, Spur 399 will extend to US 380 east of McKinney. The extension will loop east around the McKinney National Airport after a record of decision on the route was issued in March.

The new eight-lane freeway will span just over 6 miles and is expected to cost $967.1 million in total, which includes costs for right-of-way acquisition, utility relocation, design and construction, according to TxDOT documents.
