Colleyville officials laid out the projects in the city’s Capital Improvement Plan for fiscal year 2026 and gave an economic development update during the July 15 work session.

The overview

Overall, there is $33.49 million budgeted in the Capital Improvement Plan for fiscal year 2026, according to city documents.

Capital Improvement Projects are chosen based on funding, city officials’ long-term vision and how many people the project will affect, Colleyville Public Works Director Lisa Escobedo said.

The projects selected will be paid for in cash or using grants, City Manager Jerry Ducay said.


Some highlighted projects for fiscal year 2026 include:
  • Design for drainage improvements at the Bedford Road low water crossing
  • Drainage improvements on Ponderosa Street
  • Economic Development programs, including gift cards
  • Designs for a new website
  • Designs for Cheek-Sparger Road
  • Replacement of Heritage Bridge
  • Completion of Heroes Park
Improvements will also be made to the recreation center, which does not include any of the items that were in the May bond referendum, Ducay said. One upgrade includes a splash pad on the west side of the building.

“I love [capital improvement plans],” Deputy Mayor Pro Tem Scotty Richardson said. “You can transform a city if you have a good master plan and good financing.”

City Council must approve the capital projects before any work will be done, Escobedo said.

Economic Development Director Chelsea Rose gave an update on the progress the Colleyville Economic Corporation has made in bringing businesses to Colleyville.


The city has a 92.9% occupancy rate for businesses, according to Rose’s presentation. City officials are in discussion with several businesses in hopes of bringing them to Colleyville.

Some prospects Rose is in discussion with regarding leasing out space include:
  • Indoor amusement concepts, restaurants or a grocery store in the former 99 Cents Only store
  • Pickleball Kingdom or a quick-service restaurant at the northern gateway of Colleyville Boulevard
  • A Mediterranean restaurant at the former Black Walnut Cafe location
  • Barbecue restaurants, small cafes or a popular boutique grocery store on the southern gateway of Colleyville Boulevard
  • A restaurant at the former Zaifero’s Mexican Grill location
