1. Collin County completes and opens Outer Loop connection from Celina to McKinney
A segment of the Collin County Outer Loop connecting Celina to north of McKinney has been completed and opened to the public, according to a news release. The two-lane roadway created a complete connection from Dallas North Tollway in Celina to US 75 just north of McKinney. The segment of roadway completed, dubbed Segment 3C by county officials, will serve as an east-west connection that will enhance regional connectivity and relieve congestion on other major roadways.

2. Dallas North Tollway extension to close roads in Prosper, Celina
Several lanes will close in Prosper and Celina as work continues to extend the Dallas North Tollway. The closures are part of a $460 million North Texas Tollway Authority project to extend the Dallas North Tollway by 13.7 miles north of US 380. The work is meant to help accommodate population growth in the area.

3. Dillard’s to close Plano location at The Shops at Willow Bend in 2026
An exact closure date has not been set beyond sometime in 2026, according to a store representative. Two store employees told Community Impact the store is expected to close in January. Signs at the store directed customers to shop online or at other nearby locations.

4. 5 restaurants now open, coming soon in Plano
New restaurants have opened recently or are opening soon in Plano. This includes Mediterranean restaurants Luna Grill and Harissa Mediterranean. New seafood restaurants are also slated to open soon along with a pizza joint.

5. $313.6M Bella Prosper mixed-use project tabled until 2026 over multifamily concerns
Developers are seeking to rezone the 61.7-acre property at First Street and Legacy Drive from its agricultural and planned development designations to allow a mixed-use designation. The $313.6 million development aims to create a walkable community with residential, commercial and recreational components. Prosper Town Council members tabled the request at their Nov. 11 meeting due to several concerns about the project’s multifamily components and phasing.

7. Developers announce new tenants for Fields West project in Frisco
The Karahan Companies, developers of Fields West, announced in a Nov. 12 news release that 10 more tenants have signed leases in the project. This includes Crate & Barrel, Gorjana and Landry Kate, among others.
