Dean Construction was awarded a contract to serve as the construction manager during the June 10 council meeting.
The overview
Highland Village staff had been working with Dunaway to design proposed improvements to Pilot Knoll Park. According to city documents, planned improvements include:
- Replacement of the gatehouse entry for the park
- Improvements to the park’s boat ramp
- Adding 16 rentable cabins
- Further improvements within the camp and shelter areas, such as restroom replacements in the RV area
The overall fee is made up of a 3.5% construction fee and an 8.5% general conditions fee, which helps pay for the job site trailer and superintendent, project manager and foreman.
Some context
In 2021, the city sold certificates of obligation to pay for the improvements and budgeted $6.41 million for the project, per town documents. Dunaway has completed 60% of the design work, which will now be overseen by Dean Construction.
Additionally, town staff have lumped all of the proposed improvement projects into one to make it more competitive to bid on after having to reject piecemeal bids last year, Parks and Recreation Director Phil Lozano said. Subsequently, town staff have identified necessary water and sewer infrastructure improvements that will drive the overall project cost up.
“We are having to shut down services to fix water leaks,” Lozano said.
A preliminary budget for the water and sewer improvements to address issues is around $3.67 million, Lozano said. If approved, construction for those improvements could take a year, Director of Public Works Scott Kriston said.

With Dean Construction as the construction manager at-risk, the firm will work to complete design and propose a guaranteed maximum price for the contract, according to town documents.
The construction fee paid to the construction firm will be based on the guaranteed maximum price, officials said.
